Center was founded by the Faculty of Electrical Engineering and Computing (FER) in association with Croatian Academic and Research Network (CARNet) in November 1996. This is one of the CARNet's infrastructural projects.

The goals of this project are:
-organizing a reference center on electronic payment
-study out posibilities, security and profitability of electronic payment.
-create experimental environment for testing profitability and security.
-testing usefulness software and hardware.
-popularization of electronic payment in Croatia.
-make contacts with other related projects in the world.
